A Pastoral Letter to the Faithful of the Catholic Diocese of Dodge City

My Dear Sisters and Brothers in Christ,
A deeply troubling allegation has been brought forth against me that is a source of tremendous personal pain, and perhaps even greater pain and a sense of disappointment for you. It is an allegation of the gravest kind because it is alleged to have occurred when the person making it was a minor. When I learned of the allegation, I immediately informed Archbishop Joseph Naumann, the Metropolitan of our region.
Because I have the utmost confidence in the processes established by the Holy See’s Congregation for the Doctrine of the Faith for the investigation of allegations against bishops, to be carried out according to the Apostolic Letters motu proprio, Sacramentorum sanctitatis tutela and Vos estis lux mundi, I welcome the process now underway and pledge my full cooperation.
As your shepherd and pastor, I believe that truth must ultimately prevail. It must also be our priority to assist any person who has experienced physical, emotional, and spiritual harm because of sexual abuse and to do whatever we can to bring about his or her healing and peace, and
ultimately, enable those harmed to achieve justice.
I adamantly deny that there is any truth to this allegation and unequivocally assert that I have never in my sixty-two years abused any person - sexually or otherwise. It is my hope that the investigation will lead to an understanding of how the misconduct that has been alleged, that I did not engage in, could possibly have been attributed to me, so that the resolution of this matter will be based upon facts and not any other basis.
I welcome what I trust will be a robust and thorough investigation by the appropriate civil and canonical authorities. In the interim, Bishop Gerald L. Vincke of Salina, Kansas has been appointed by the Holy See to serve as Apostolic Administrator, pending the conclusion of this process. I will make no further public statements regarding this matter, trusting to the processes that have been initiated.
With utmost humility, I ask for your prayers and for the strength of the Lord Himself who never abandons but always remains with us, particularly in our hour of greatest need. Please know that you will be in my constant prayers and Eucharistic offerings, with the hope that the turmoil that this matter has caused for our Diocese and the faithful will be eased by a timely and reassuring conclusion. Thank you for your faithfulness in our Savior Jesus.

Mis Queridos Hermanos y Hermanas en Cristo,
Una profundamente inquietante acusación ha sido presentada contra mi que es la fuente de un tremendo dolor personal, y tal vez un dolor mas grande y un sentido de desilusión para ustedes.
Es una acusación del tipo más grave porque se alega que ocurrió cuando la persona haciéndola era menor de edad. Cuando me entere de esta acusación, yo inmediatamente informe al Arzobispo Joseph Naumann, el Metropolitano de nuestra región.
Por que tengo la plena confianza en los procesos establecidos por la Congregación para la Doctrina de la Fe de la Santa Sede para la investigación de acusaciones contra obispos, llevada a cabo en acuerdo con las Cartas Apostólicas en forma motu proprio, Sacramentorum sanctitatis tutela y Vos estis lux mundi, yo apoyo el proceso que se esta llevando a cabo y prometo mi plena cooperación.
Como su pastor, yo creo que la verdad ultimadamente tiene que triunfar. También debe ser nuestra prioridad ayudar a cada persona que ha experimentado daño físico, emocional, y espiritual por causa de abuso sexual y hacer todo lo posible para facilitar su sanación y paz, y ultimadamente, posibilitar a aquellos que han sido dañados alcanzar la justicia. Yo firmemente niego que haya alguna verdad en esta acusación y de manera clara afirmo que nunca en mis sesenta y dos años habría abusado a cualquier persona- sexual o de otra manera. Es mi esperanza que la investigación conducirá a un entendimiento de como la mala conducta que se alega, de la que yo no tuve parte, pudiera haber sido atribuida a mí, para que la resolución de este asunto sea basada solo en hechos y no sobre ninguna otra base. Yo apoyo lo que confió va a ser una investigación sólida y a fondo por las apropiadas autoridades civiles y canónicas. De forma provisional, el Obispo Gerald L. Vincke de Salina, Kansas ha sido nombrado por la Santa Sede para servir como Administrador Apostólico, en espera a la conclusión de este proceso. Yo no hare más declaraciones públicas relacionadas con este asunto, confió en los procesos que ya han sido iniciados.
Con la mas alta humildad, pido de sus oraciones y por la fortaleza del Mismo Señor que nunca abandona, pero siempre permanece con nosotros, en particular en la hora de nuestra mayor necesidad. Por favor sepan que estarán en mis constantes oraciones y ofrecimientos Eucarísticos, con la esperanza de que la confusión que este asunto ha causado para la Diocesis y para los fieles será aliviada por una rápida y alentadora conclusión.
